PASCAL Dues, 2008-9


At its business meeting on June 19, 2008, the membership adopted a 20% across-the-board increase in dues, effective July 1, 2008. The following table outlines the new dues structure that was adopted:

Dues payments are made directly to PASCAL.

Explanation of Library  Service Fee Calculation

The membership also approved the imposition of a library service fee as a part of the budget for FY 2008-9  in the business meeting.   A schedule of projected fee assessments for all members was presented the meeting.  (Available online under meeting handouts link for the June 19 meeting.)

Unlike PASCAL dues which are based on library budget and are used to support PASCAL administration, the service fee directly supports PASCAL services. It is based on potential use of PASCAL services using FTE as the primary metric.

The library service fee is calculated using two components.

Electronic Resources Component 
 
1.  Assessment of $2/FTE is used as the baseline for calculation of fees.
2.  Adjustments to this baseline are applied as follows:
  • Institutions over 9000 FTE are assessed at 40% of baseline.
  • Other 4 year-institutions are assessed at 30% of baseline.
  • 2 year institutions are assessed at 20% of baseline.
PASCAL Delivers Component

1.  Assessment of $1/FTE is used as the baseline for calculation of fees.
2.  Adjustments to this baseline are applied as follows:
  • the fee for net/large lending libraries is discounted 50%. (USC, Clemson, and CofC)
  • the fee for 2-year institutions is discounted 50%
  • fees are further pro-rated for institutions not yet participating in PASCAL Delivers
 
The library service fee is payable to the Commission on Higher Education.
