More than a year after the planning process began, the Policies & Procedures Committee - part of the Universal Borrowing Committee - presents its recommended service-level agreement for the first year of PASCAL Delivers, 2007. Michigan's MelCat and Missouri's MOBIUS have trod this road before, and we based the attached Memorandum of understanding (MOU) on what has worked for them.

The Policies & Procedures Committee discussed the MOU via email and conference call and agreed on its wording. You'll note in the preface that it's the Committee's intent that the MOU be examined and revised, if needed, each year.

The final draft of the 2007 MOU should be approved at the PASCAL General Membership Meeting December 8. At that time we hope that institutions who are ready to participate in PASCAL Delivers will sign it.
